Předložená disertační práce řeší problematiku hodnocení a výběru veřejných zakázek v souvislosti s právní úpravou zákona o veřejných zakázkách č.137/2006 Sb.. Hlavním cílem práce je navrhnout systém hodnocení a výběru dodavatelů pro potřeby obecních a městských úřadů Zlínského kraje v souladu se zákonem o veřejných zakázkách č. 137 / 2006 Sb.. V první kapitole se autorka zabývá teoretickými východisky, následně vývojem a současným stavem legislativy zadávání veřejných zakázek v České republice a Evropské unii. Dále hodnocení veřejných zakázek (stanovení typu posuzovací stupnice a stanovení váhy kritérií při hodnocení). V závěru kapitoly je osm, autorkou zpracovaných, případových studií z obecních a městských úřadů Zlínského kraje. Ve druhé kapitole autorka definuje cíle a hypotézy disertační práce. Ty jsou doplněny o tvůrčí činitele a časový harmonogram splnění jednotlivých dílčích cílů a hypotéz. Ve třetí kapitole uvádí metody, použité při zpracovávání disertační práce. Obsahem čtvrté kapitoly jsou hlavní výsledky disertační práce. Konkrétně vyhodnocení výsledků z provedeného kvantitativního a kvalitativního průzkumu. Dále je zde verifikace hypotéz a cílů. Na základě všech výsledků zde autorka práce navrhla systém hodnocení dodavatelů veřejných zakázek pro potřeby obecních a městských úřadů Zlínského kraje. Teoretické, praktické a pedagogické přínosy disertační páce jsou přiblíženy v páté kapitole.

The doctoral thesis solves the setting, the evaluation and the selection of public tenders by the law of public tenders No. 137/2006 of digest. The main point of doctoral thesis is project a system of evaluation and selection of suppliers for needs of municipal offices in region Zlin by the law of public tenders No. 137/2006 of digest. In the beginning of doctoral thesis an authoress shows theoretic resources, the emergence and the present state of legislation of public tenders in Czech Republic and in European Union. In next chapter an authoress shows evaluation of public tenders (a type of rating scale and criteria of evaluation). Finally in this chapter are case studies from municipal offices in region Zlin. In second chapter an authoress defines points and hypotheses of doctoral thesis. These are coupled with creative factors and time's schedule for completion of partial points and hypotheses. In third chapter an authoress shows methods for following settings of doctoral thesis. In fourth chapter are main results of doctoral thesis. An authoress evaluates results of quantitative and qualitative research, and then verification of hypotheses and points. An authoress of doctoral thesis proposed to methodology of evaluation of public tenders for municipal offices in region Zlin. Finally in fifth chapter an authoress shows theoretic, practical and pedagogic benefits of doctoral thesis.
