Analýza historického vývoje a současného stavu běloruského hospodářství ukazuje, že země má velký nevyužitý potenciál pro přilákání přímých zahraničních investic vzhledem k dobré geografické poloze, vysoké úrovni rozvoje infrastruktury a dostatečného lidského kapitálu. Od roku 2007 realizuje běloruská vláda pokusy o reformování legislativy, spojené s podnikatelskou činností. Disertační práce je zaměřena na analýzu a popis aktuálních podmínek podnikání zahraničních subjektů v Bělorusku, včetně detailního popisu jednotlivých regionů, politické a ekonomické situace. Na základě provedené analýzy současného stavu podnikatelského prostředí v Bělorusku lze konstatovat, že země realizuje kroky směřující ke zjednodušení vstupu zahraničních investorů na svůj trh. Nicméně vstup na běloruský trh je v dnešní době stále velice náročný. Na druhé straně je potenciál trhu vzhledem k nízké úrovni rozvoje terciárního sektoru v Bělorusku obrovský a může být potenciálně velice ziskový. Práce obsahuje návrh kvantitativního rozhodovacího modelu pro alokaci přímých zahraničních investic se zohledněním komparativních výhod jednotlivých regionů Běloruska ve srovnání s umístěním investic do "svobodných ekonomických zón" a mimo ně se zaměřením na jednotlivá investiční odvětví. Navrhovaný model, založený na metodách vícekriteriálního rozhodování usnadní výběr vhodné lokality pro zahraniční investory.

Analysis of historical development and current state of the Belarusian economy shows that the country has vast untapped potential for attracting of foreign direct investment due to the good geographical location, high level of infrastructure development and adequate human capital. Since 2007, Belarusian government attempts to reform the legislation relating to business activities. Dissertation focuses on analyzing current business conditions for foreign companies in Belarus, including detailed description of its regions, political and economic situation. Based on the analysis of current business environment in Belarus it can be said that the country carries out steps to facilitate the entry of foreign investors to its market. However, access to the Belarusian market today is still very challenging. On the other hand, the market potential due to the low level of development of the tertiary sector in Belarus can be huge and potentially very profitable. Dissertation includes an offer of quantitative decision-making model for the allocation of foreign direct investment taking into consideration comparative advantages of different regions of Belarus in comparison with the allocation of investments into so called free economic zones and beyond them with the focus on individual fields of industry. The proposed model, which is based on multi-criteria decision making methods facilitate the selection of a suitable location for foreign investors.
