V období 2010 až 2014 byla situace kolem financování zdravotních služeb z veřejného zdravotního pojištění dost nepřehledná. Rozhodl jsem se udělat si pořádek v protichůdných tvrzeních a zjistit skutečný stav za pomoci modelací, dedukce, indukce a trendové analýzy. Obzvláštní pozornost jsem věnoval regulačním poplatkům, u kterých jsem chtěl zjistit jejich efekt na výši nákladů za zdravotní péči. Z trendové analýzy jsem však nezjistil žádný pozitivní vliv na snížení nákladů. Dále jsem zkoumal, zda stát, zdravotní pojišťovny a poskytovatelé plní svou úlohu a co vše ovlivňuje financování ze systému veřejného zdravotního pojištění. Bohužel jsem zjistil mnoho nedostatků. Stát nejedná efektivně. Měl by se snažit stabilizovat celý systém, ale někdy k jeho nestabilitě naopak přispívá. Zdravotní pojišťovny nevyužívají nástrojů, které jim dávají informace, jež mají k dispozici. Z modelací vybraných segmentů zdravotní péče jsem potvrdil závěry ústavního soudu o restriktivním dopadu vyhlášky č. 475/2012, která upravovala financování roku 2013. Závěrem jsem si dovolil navrhnout několik doporučení směřujících k získání kontroly nad systémem.

In the period from 2010 to 2014, the situation around financing of health services from the public health insurance was quite unclear. I decided to sort out the conflicting claims and see the real state using reshaping, deduction, induction, and trend analysis. I have paid particular attention to the regulatory fees. I wanted to find out about their effect on costs of health care. Using the analysis of the trend, however, I revealed no positive effect on the reduction of costs. Furthermore, I examined whether the State, health insurance companies and providers fulfil their task and what influences the funding from the public health insurance system. Unfortunately, I have found many deficiencies. The State is not efficient. The State should try to stabilize the entire system, but on the contrary, it sometimes even contributes to its instability. Health insurance companies do not use the tools which provide them with the information available. Based on reshaping of the selected segments of health care, I have confirmed the conclusions of the Constitutional Court about the restrictive impact of regulation No. 475/2012 which regulated the financing in 2013. Finally, I attempted to propose several recommendations aimed at the acquisition of control over the system.
