Když věznice jsou přeplněné a společnost najde způsob jak se vypořádat z trestnou činností, aniž by musela pachatele umisťovat - izolovat. Dokáže se postarat o oběť i pachatele stejnou měrou. Tak takovou společnost lze označit jako vyspělou.
Jedině systematická práce všech zainteresovaných pracovníků tvořících pedagogický tým, široká nabídka vzdělávacích, speciálních, zájmových a sociálních aktivit a programů, spolu s pracovníky soudů, státních zastupitelstev, vyšetřovatelů, pracovníků Policie ČR a v neposlední ředě zástupců územní samosprávy.
Tak nejen tyto atributy přispějí k vyspělejší společnosti.

The increase of the criminality is a reflection of the whole community problems and of the evolution of the current society. When the state prisons are overfull and the community find the way how to solve the criminality without placing the wrong-doer to the prison - isolate them. That community is possible specify like a advanced.
Only systematic work of all involved workers which create pedagogic team, large offer of the educational, special, hobby and social activities and programmes, together with the justice’s employees, public prosecutors, investigators, policemen of the Police Czech Republic and in the not least rank the delegates of territorial autonomy - so not only this attributes can contribute to more advances society.
