Ve své diplomové práci, která se zabývá systémovým týráním v české praxi sociálně právní ochrany dětí, se snažím postihnout některé objektivní důvody nedostatečné práce sociálních pracovníků, kteří vykonávají svoji činnost v orgánech sociálně-právní ochrany, a to především na úrovni obcí s rozšířenou působností. Teoretická část diplomové práce je poměrně obsáhlá, tvoří ji čtyři kapitoly, které pojednávají o právním a institucionálním rámci sociálně-právní ochrany dětí v našem prostředí, rodině a jejích funkcích, pojednávají a vysvětlují některé odborné pojmy, např. pojem systémové týrání, a podrobněji rozebírají problematiku výkonu sociálně-právní ochrany dětí, který je zde, pro účely této práce, rozdělen do čtyř oblastí.
K teoretické části se vztahuje část empirická, rozdělená do dvou kapitol. Obsah těchto kapitol tvoří jednak popis výzkumné metody, zkoumanou jednotku a zejména otázky použité v polostrukturovaném rozhovoru, v druhé části jsou pak uvedené výsledky realizovaných rozhovorů s dílčím shrnutím ke každé zkoumané oblasti.
Poslední, sedmá kapitola obsahuje některé moderní přístupy k péči o ohrožené děti, které jsou běžně zavedené v praxi sociálně-právní ochrany dětí v zahraničí. Tato kapitola ve dvou podkapitolách také porovnává systém péče o ohrožené děti v Irsku a některé zásadní změny, které byly v nedávné době realizovány v Rumunsku.
Cílem této diplomové práce bylo nahlédnout a popsat některé možné důvody, které mají za následek nedostatečnou práci sociálních pracovníků činných ve výkonu sociálně-právní ochrany dětí v České republice.
Annotation in English
In this thesis, which deals with systematic maltreatment within the framework of the Czech practice of the social and legal protection of children, I try to refer to some of objective reasons of insufficient work of social workers employed in bodies of the system of the social and legal protection, in particular on the level of municipalities with extended competency.
The theoretical part of the thesis is relatively voluminous and consists of four chapters that deal with the legal and institutional framework of the social and legal protection of children in our environment, family and its functions, some special terms (like systematic maltreatment) are explained and problems of execution of the social and legal protection of children (here for purposes of the thesis spilt into four sections) are discussed in details.
The empirical part of the thesis is structured to two chapters composed of description of the research method and examined subject and list of questions that were used during semi-structured interviews. The second part involves findings of interviews and summaries of each of examined areas.
The last seventh chapter includes some of the modern approaches to the care of endangered children, which are routinely used in the foreign practice of the social and legal protection of children. This chapter has two sub-chapters that deal with the system of care of endangered children in Ireland and with some of substantial changes that have recently occurred in Romania.
The objective of the thesis is to show and describe some of possible reasons resulting in insufficient work of social workers who are active within the system of the social and legal protection of children in the Czech Republic.
