Diplomová práce je věnována problematice bezpilotních autonomních prostředků, jakožto významných hrozeb pro objekty Vězeňské služby České republiky. Cílem práce je hrozby analyzovat a na základě výstupní strategie navrhnout bezpečnostní opatření pro eliminaci bezpilotních autonomních prostředků. Teoretická část práce je v první fázi zaměřena na oblast Vězeňské služby České republiky v kontextu samotné bezpečnosti. Dále je navázáno kapitolou o bezpilotních autonomních prostředcích z pohledu politiky, vývoje a využitelnosti. Praktická část práce je z počátku věnována provedení komparace legislativních podmínek provozu. Na legislativní podmínky navazuje provedení analýzy rizik se zpracováním výsledné strategie a závěrečné stanovení bezpečnostních protiopatření. Poslední část práce obsahuje vývojový diagram činností při detekci bezpilotních autonomních prostředků nad objektem Vězeňské služby České republiky a typový plán postupů a činností odpovědných osob.

The diploma thesis is devoted to the issue of unmanned autonomous vehicles, as significant threats to the objects of the Prison Service of the Czech Republic. The aim of the work is to analyze the threats and, based on the output strategy, propose security measures for the elimination of unmanned autonomous vehicles. In the first phase, the theoretical part of the work is focused on the area of the Prison Service of the Czech Republic in the context of security itself. It is further followed by a chapter on unmanned autonomous vehicles from the perspective of politics, development and usability. The practical part of the work is devoted from the beginning to the comparison of the legislative conditions of operation. The legislative conditions are followed by the performance of a risk analysis with the elaboration of the resulting strategy and the final determination of security countermeasures. The last part of the work contains a flowchart of the activities in the detection of unmanned autonomous devices over the Prison Service of the Czech Republic and a typical plan of the procedures and activities of the responsible persons.
