Bakalářská práce se věnuje problémům spojeným s dlouhodobými výpadky elektrické energie. Práce je rozdělena do teoretické a praktické části. Teoretická část se věnuje rešerši dané problematiky, kritické infrastruktuře a právním normám vztahujícím se k dané problematice. Dále je zde popsána elektroenergetika v České republice. Jsou zde uvedeny i příčiny a důsledky vzniku dlouhodobého výpadku elektrické energie. Poslední kapitola teoretické části popisuje střednědobé výpadky v naší zemi a blackouty ve světě. Praktická část začíná popisem vybraného regionu. Dále je zde provedena analýza cvičení, jež proběhla v České republice. Zmíněn je zde i havarijní plán kraje, který s krizovým plánem ORP tvoří stěžejní dokumentaci ke zvládnutí nastalé krizové situace. Poslední část práce je scénářem blackoutu a činnost složek IZS.
Annotation in English
The bachelor thesis deals with problems related with long-term power outages. The thesis is divided into the theoretical and practical part. The theoretical part deals with the research of the given issue, the critical infrastructure and the juristic norms related to the given issue. There is also described electrical power in the Czech Republic. There are also the causes and consequences of a long-term power outage. The last chapter of the theoretical part describes the medium-term failures in our country and the blackouts in the world. The practical part begins with the description of the selected region. There is also an analysis of the training which took place in the Czech Republic. There is also the emergency plan of the region which, with the regional crisis plan, is the main documentation for managing the crisis situation. The last part of the thesis is a screenplay of the blackout and the activities of the IRS.
