Diplomová práce je věnována problematice bezpečnostní politiky na regionální úrovni, čemuž se v kontextu práce rozumí obec s rozšířenou působností. Cílem je stanovit postup tvorby a obsah dokumentu zhodnocující bezpečnostní stav obce s rozšířenou působností. Teoretická část práce je zaměřena na bezpečnostní politiku z obecného hlediska a její řešení na úrovni státu České republiky a vybraných zahraničních zemí. Praktická část je věnována bezpečnostní politice obcí s rozšířenou působností a míry znalostí obyvatelstva ohledně bezpečnostní situace. V souvislosti se zvýšením této míry, vznikla metodická příručka pro tvorbu dokumentu bezpečnostní politiky pro obce s rozšířenou působností, obsahující zejména stav bezpečnosti na daném území. Poslední částí práce je vytvoření dokumentu pro obec s rozšířenou působností Vrchlabí, který vychází ze stanovené metodické příručky.
Annotation in English
The thesis is devoted to the issue of security policy at the regional level, which in the context of the thesis is understood as a municipality with extended competence. The aim is to determine the procedure of creation and content of the document assessing the security situation of the municipality with extended competence. The theoretical part of the thesis is foccused on security policy from a genereal point of view and its solution at the level of the state of Czech Republic and slected foreign countries. The practical part is devoted to the security policy of municipalities with extended jurisdiction and the level of knowledge of the population regarding the secutity situation. In connesction with the increase of this level, a methodological quide fot the creation of a security policy document for municipalities with extended competence was created, containing in particulat the security situation on the given territory. The last part of the work is the creation of a a dokument for the municipality of Vrchlabí, which is based on the estabilished methodological manual.
