Soudobé moderní ekonomické přístupy hledají optimální systém řešení pro řízení nákladů, za podpory metody Activity Based Cost/Management - ABC/M. Celá metoda Activity Based Cost/Management - ABC/M by měla přinést vypracování zásad ekonomického chování nákladů tak, aby mohla být použita pro management v celé státní správě. Disertační práce je konkrétně zaměřena na možnosti aplikace metody Activity Based Cost/Management - ABC/M v Celní správě ČR. Práce vychází se soudobých možností metody ABC/M a poznatků, které byly získány u organizací, které se pohybují v tržním sektoru. Metoda byla podrobena analýze, s možností jejího použití v podmínkách Celní správy ČR. Pro zjištění potřebných zdrojů bylo provedeno dotazníkové šetření, které bylo statisticky vyhodnoceno. Na základě takto zjištěných informací byl vytvořen model ABC/M, který akceptuje podmínky, jež byly identifikovány u celní správy, jakožto organizace, která je součástí státní správy. Vytvořený model byl otestován na vybraných částech organizace. Problematika, která byla v práci řešena, je v závěru vyhodnocena a metodicky popsána.

Contemporary modern economic approaches seek optimal system solution for cost control methods with the support of Activity Based Cost / Management - ABC / M. The whole method of Activity Based Cost / Management - ABC / M should lead to the development of the principles of economic behavior of costs so that it can be used for management in public administration. The thesis is specifically focused on the possibilities of application of methods of Activity Based Cost / Management - ABC / M, the Customs Administration of the Czech Republic. The work is based on the current capabilities of ABC / M and findings that were obtained from organizations that are in the market sector. The method of ABC / M has been examined with the possibility of its use in terms of the Customs Administration of the Czech Republic. To find the necessary resources survey was conducted, which was statistically evaluated. Based on these findings the information model was created by ABC / M which accepts the conditions that were identified in customs administration, as an organization that is the part of the state administration. The created model was tested in selected parts of the organization. The issue that was dealt with at the work is methodically evaluated and described in the end.
