Teoretickou část práce zahajuje kapitola o systému veřejné správy v České republice, kde je především popsáno postavení obcí a rozdělení úkolů, které vykonávají. Na tyto informace navazuje charakteristika orgánů obce a jejich role v oblasti hospodaření. Následuje bližší popis hospodaření obcí, včetně informací o rozpočtu, majetku či finanční analýze. V teoretické části jsou také uvedeny informace o specifičnosti účetnictví obcí. Poslední kapitolou jsou pak informace o monitoringu hospodaření obcí, který provádí Ministerstvo financí. Praktická část práce začíná informacemi o mikroregionu Dolní Poolšaví, následuje analýza ukazatelů monitoringu hospodaření obcí, analýza výdajů a výsledku hospodaření. V návaznosti na tyto analýzy je pak vypracován návrh na zlepšení hospodaření těchto obcí.

The theoretical part begins with the chapter about public administration system in the Czech Republic, where the position of municipalities and distribution of their tasks are mainly described. According to this information, there is a characteristic of bodies of the municipality and their role in the municipal financies. Then there is a detail description of municipal finances, including budget information, assets or financial analysis. In the theo-retical part also provides information of the specificity of municipal accounting. The last chapter is about the information about monitoring of municipal finances provided by Mi-nistry of Finance. The practical part starts with information about the microregion Dolní Poolšaví, analysis of indicators monitoring of municipal finances, analysis of expenditure and income follows. According to these analyses, there is the proposal to improve munici-pal financies in this municipalities.
