Course content
1. Introduction to the study of the subject, goals, structure. Conceptual and categorical apparatus. Planning as a managerial function. 2. Planning in the crisis management system, crisis planning documentation. Crisis planning in documents. 3. Crisis planning in conceptual and strategic documents of state administration bodies. Military strategy of the Czech Republic, defense planning, defense planning authorities. Defense planning in NATO and the EU. 4. Global strategy for EU foreign and security policy. Civil emergency planning in NATO and the Czech Republic. 5. Civil emergency preparedness and resilience of NATO member states and guidelines for civil emergency planning. 6. Crisis planning for military and non-military crisis situations. Crisis plan. 7. Pandemic plans and type plans. 8. Methodology for processing crisis plans and crisis preparedness plans. 9. Crisis preparedness plan, requirements and method of processing. Spatial planning, principles and rules. Land restoration planning. 10. Software support for crisis and emergency planning. 11. National crisis response system for the needs of state defense management. 12. Operational preparation of state territory. 13. Lecture by an expert in practice (Department for special tasks of the Zlín Region Crisis Management Office, Department of Prevention and CNP of the Zlín Regional Directorate of the Zlín Regional Directorate).
