Course content
Main themes: - Introduction to the course, objectives, structure. Conceptual and categorical apparatus. Planning as a managerial function. - Security, Security Strategy and Security Policy of the Czech Republic. - Security threats and risks in the current context of the external and internal security environment of the Czech Republic. - Security system and crisis management system. The place and role of the Integrated Rescue System in the crisis management system with an emphasis on the fire brigade. Planning in crisis management system, documentation of crisis planning. - Crisis planning in laws, decrees and regulations of the government, ministries, central administrative authorities. - Crisis planning in conceptual and strategic documents of state administration bodies. - Military strategy of the Czech Republic, defense planning, defense planning authorities. Defense planning in NATO and the EU. - The EU's Global Foreign and Security Policy "A common vision, common steps: a stronger Europe".-Civil Emergency Planning in NATO and the Czech Republic. - Civil Emergency Planning Committee as a permanent working body of the National Security Council. - Alliance civilian emergency preparedness and resilience and Wels summits (4-5 September 2014) and Brussels (25.5.2017). Political Emergency Planning Policy Directive 2014-2017. - Crisis planning for military and non-military crisis situations. Crisis Plan as a basic planning document to ensure crisis preparedness and resolution by crisis management authorities and other stakeholders. - Methodology of preparation of crisis plans and plans for crisis preparedness. - Critical Preparedness Plan and Critical Infrastructure Entity Plan. Terms and methods of processing. Spatial planning, principles and rules. Territorial Recovery Planning. - Software support for crisis and emergency planning. - Lecture by a practitioner (Department for Special Tasks of the Crisis Management Department of the Zlín Region, Department of Prevention and CNP of the Regional Directorate of Fire Rescue Service Zlín)
